JOB DETAILS:
Background
The Legal Empowerment Fund (LEF) is a global multi-stakeholder and participatory grantmaking initiative set up to resource community-led groups to close the global justice gap. The LEF currently supports over 150 groups in 56 countries.
The LEF is a program housed at the Fund for Global Human Rights (FGHR), a leading supporter of on-the-ground human rights groups around the world. Dedicated to finding and funding the most effective human rights organizations in regions from Latin America to Africa to Southeast Asia, the Fund offers grants and facilitates technical support to ensure the long-term effectiveness and viability of front-line groups working in challenging conditions with scant resources.
The LEF is seeking up to two (2) consultant co-evaluators who are based in Indonesia, Kenya, and Uganda (up to six people in total) to participate in a global team conducting mid-term evaluation data collection. Each consultant will work about 10 days on the project.

Scope of Work
The consultants will join an independent consultant team currently implementing a mid-point participatory evaluation. The design and inception phase has been concluded, and co- evaluators are sought to conduct data collection in the target countries and contribute to analysis and the final report for the LEF evaluation.

The co-evaluators will:
• Participate in virtual onboarding to become oriented to the project and receive training on the use of data collection tools.
• Collaborate with the evaluation team to adapt data collection tools to the local contexts. Schedule and conduct country-based data collection using qualitative methods such as interviews, focus groups, observation, and potentially others such as photovoice, case study development, and most significant change, depending on prior experience.
• Working in country-based pairs, communicate any logistical, security, or other data collection challenges to the global evaluation team.
• Provide complete and cleaned data collected in the desired format.
• Participate in virtual sense-making sessions to share insights with other co-evaluators and the evaluation team.
• Contribute to the documentation of findings and the final report.

Qualifications
• Experience conducting qualitative methods for research and/or evaluation.
• Ability to deliver accurate and timely documentation for data collected.
• Willingness and experience collecting data from or engaging with actors from different sectors with diverse personal backgrounds or identities in your country.
• Successful adherence to evaluation standards to ensure safety for self and key informants and to maintain data security and confidentiality.
• Experience and interest in working independently and coordinating with a team.
• Ability to write and speak local language(s) relevant to your country and to write and speak proficiently in English.
• Willingness and ability to travel within and possibly outside of the capital city to meet with key informants.
• Desirable: experience implementing participatory methodologies and group facilitation.
• Desirable: familiarity with justice, social change and/or human rights initiatives through applied experience or research and evaluation.
• Other candidate considerations
• Access to a computer and reliable internet is required.
• Access to a basic smart phone (voice recording, photos, email access) is required; data/ internet stipends will be available for co-evaluators.
• Local travel within or outside of the capital city may be required for data collection activities; approved local travel expenses will be reimbursed.
• Estimated timeline and level of effort
• Co-evaluator contract: USD 5,000 for about 10 days of work. Data / internet stipends will be available, and approved local travel expenses will be reimbursed in addition to the contract fee.

This is an estimated timeline and level of effort:
• August 2024: virtual orientation and training (2 days)
• September-October 2024: in-country data collection, including logistics and documentation (6 days)
• November-December 2024: sense-making and reporting support (2 days)
