The Goverment of Uganda has received financing from the African Development Fund (ADF) towards the cost of the Strategic Towns Water Supply and Sanitation Project (STWSSP). It is intended that part of the agreed amounts of these funds will be used for payments under a contract for consultancy services to conduct the project completion report (PCR) and environmental social safeguards (E55) audit as described below,
Preparation of a detailed End of Project Completion Report (PCR) highlighting the projects achievements, challenges faced, lessons learned, and impact on the target beneficiaries in the No. Project Sites of Dokolo, Nakasongola, Kyenjojo-Katooke, Kayunga-Busana, Bundibugyo, Kamu Buke and Kapchorwa
Conducting an Environmental Social Safeguards (E55) Audit, assessing the projects compliance with environmental and social safeguards policies and the extent to which contractors have adhered to the Contractors' site specific Environmental and Social Management Plans (ESMPS) during implementation identifying implementation constraints, identifying potential risks, recommending mitigation measures where necessary and documenting the best practices (if any). The implementation period is Six (06) months.
The Ministry of Water and Environment now invites eligible consultants (firms) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may constitute joint ventures to enhance their chances of qualification. The shortlisting criteria for the firm's capability and experience are:
• The firm shall also demonstrate experience in carrying out at least two (2) similar assignments in the last 7 years. The similarity of the assignment shall be defined as those comprising of preparing Project Completion Report (PCR) for Water Supply projects
• The firm shall also demonstrate experience in carrying out at least one (1) similar assignment in the last 7 years. The similarity of the assignment shall be defined as those comprising of conducting Project Closure Environmental and Social (E&S) Audit for Water Supply projects or the key staff having prepared at least one (1) Project Closure E&S Audit for Water Supply projects in the last 7 years.
• Experience in similar conditions with atleast five (05) projects in Sub- Saharan Africa.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy for Bank Group Funded Operations Approved in October 2015, and available on the Bank's website at http://www.ab.org.
