JOB DETAILS:
The Royal Danish Embassy in Kampala is managing a country programme (2018-2022) of 1 billion DKK equivalent to 550 billion UGX. The country programme consisting of two components 1) a programme for growth and employment and 2) a programme on good governance, is implemented through partnership engagements with government institutions and civil society organisations.
In order to deliver on the ambitions of the Country Programme, the Embassy is seeking to recruit a Senior Programme Adviser - Access to Finance to join its Growth and Employment programme team. The right candidate will act as a focal point in championing the realization of Denmark's green growth and financial sector development within the ongoing bilateral programmes, as well as through multilateral engagements.
The position will involve responsibility for tasks within development cooperation. You will report to the Embassy's Team Leader Growth Team. Furthermore, you will have close cooperation with the Embassy's management, programme staff, and the administrative team; Danida advisors as well as implementing partners.
A recent agreement has been made with the EU Delegation in Kampala to support activities of the Agricultural Business Initiative (abi) in support to agribusiness through matching grants, credits and guarantees. The position will be key in administering this agreement and other similar agreements with development partners. .

Key Tasks Will Include:
• Supporting the Team Leader on the engagement between the Embassy and Agricultural Business Initiative (ali) including handling administration, budget management, performance, monitoring & evaluation, liaison and dialogue aspects of this engagement.
• Monitor and report on Delegated Cooperation agreements with other Development Partners under all engagements under the Country Programme, including to EU Delegation in Kampala Take lead to ensure maximum Use of synergies in the area of agribusiness and financial sector development between engagements under the bilateral programme, strategic sector cooperation, Trade Council and in the political dialogue across Embassy teams
• Close collaboration with the Team Leader in identifying opportunities and preparing for and engaging in high level political dialogue in the area of agribusiness and financial sector development, including pursuing opportunities for building alliances between Denmark and Uganda Responsible for processes and hearings regarding agribusiness and financial sector development
Typical Other Tasks Include:
• Initiate and manage studies, reviews, audits with the purpose of increasing focus of Embassy portfolio on agribusiness and financial sector development Maintain and improve a broad network of contacts to the benefit of the Embassy, including at Government levels, civil society, think tanks and research institutions, private sector, development partners, etc.
• Participate in relevant Development Partner coordination meetings
• Other duties assigned by the Embassy management or the Team Leader Growth Team. As activities are implemented cross-country, travel outside of Kampala is to be expected.

Required Qualifications:
• Master’s Degree in development studies, agriculture, economics, sustainable development or other discipline related to agriculture, financial sector and green growth, with at least 5 years of working experience at a senior level.
• Experience working for and/or interacting with development partners ('donors') and/or international organisations including multilaterals, in particular the World Bank and the EU
• Experience working with / for relevant Government of Uganda institutions including MAAIF
• Experience managing contracts (including reporting), preferably EU contracts with development partners, internationals organisation and multilaterals

• Good understanding of economic development factors in relation to agriculture and inclusive green growth and financial services
Added - Advantage Qualifications:
• Good knowledge of Results Based Performance Management and Monitoring & Evaluation
• Good knowledge of Risk Management and Capacity assessment in terms of investments
• Experience in managing consultancy contracts (including audits, evaluations and reviews)
• Effective time management and organisational skills with ability to work effectively in a team structure
• Attention to detail and a high level of accuracy
• Ability to work under pressure, with minimum of supervision. Effective verbal, listening, communications skill and a constructive and open approach towards cooperation with all colleagues and external partners.
• Ability to be firm without jeopardizing cooperation e.g., between the Embassy and its partners.
• Ability to work in a multicultural work environment
